Revised 2008 foreign adoption quotas!http://travel. state.gov/ family/adoption/ intercountry/ intercountry_ 4379.htm October 23, 2008 Ukraine: Unused Quotas On October 14, 2008 the Ministry for Family, Youth and Sports published official Order #3899 approving revised procedures for submission of new adoption dossiers from foreign citizens in the fourth quarter of 2008. The annual adoption dossiers quota for 2008 previously had been set at 1,453. Although all of these were booked within the first months of this year, not all of these families actually submitted dossiers. As a result, the SDAPRC (State Department for Adoptions and Protection of the Rights of the Child) has now opened the unused slots for new adoption dossiers. These slots are not an increase in the annual quota; rather they still fall under the annual limit of 1,453 dossiers. This number is not subdivided by country or by specific categories of children. The SDAPRC resumed acceptance of new dossiers on October 14th, 2008 and will continue accepting dossiers for 2008 until November 27th, 2008. Order #3899 includes two attachments, one of them presenting the number of children available for intercountry adoptions, sorted by age and health condition, as of September 1, 2008. Please note that these statistics are independent of annual quota set by the Ministry (noted above), but provide a useful overview of ages and health condition of children available for adoption. The second attachment is the schedule for submission of adoption dossiers from foreign adoptive parents. Both documents are on the website above blog finishingI have been involved with Ukraine adoptions for almost nine years. There were few adoptions prior to mine ..only probably less than 1000 total ever.
Back when I began the research for UA, there were only a few small webpages, as well. Not blogs. Just family oriented webpages. Typical cheap or paid for services that were hard to work with or expensive. So much tougher to work with then blogs, which I can attest to here http://www.geocities.com/boomerseyler/ (my sad typical generic website that is still hard to add too).
Yet before their were blogs these families were the ones that stole my heart. There were others, but sadly their webpages (not blogs again) have disenegrated slowly after years of no use and are now gone. But luckily, I found some of my favorite websites I poured over before I adopted in december 2000 and still available today...
One of my personal favorites was the williams family. http://williamsfamily_4.tripod.com/independentukrainianadoption/ I read their story a thousand times at least it seemed like it. I met the family a few years later. They were awesome mentors not just by their webpage for me, by their stoy. The best part their son is incredibly just like Nik in looks and personality.
I had three or four..50... other favorites, I read over and over which are now disabled.
With that being said, I hope that if you start a blog for your child and your journey, please finish. You can take the blog and make a book of it. Journal your experience from your blog. Give it an ending.
But if nothing else, finish out your story and say good bye, at some point. At least finalize your journey whether it was happy or sad for you, your child, family, friends, or those to follow in the blogging/webpage world. What a gift to others.

Oh he just made my heart melt!
I said look at "those" shoes and he pointed to his "NOSE" then eyes and ears and every other cute part of his body with baby words.
Of course Oksana had to mother "hen" him and analyze the baby situation. Oksana has decided that YES, Wesley is a cute baby that needs her to hold him
Anyway he is a doll, cutiepatottie, surgarplum etc... and reminds me why the joruney to Ukraine is so worth it! Congrads Staci and Damon
